I’m pleased today to announce an experiment in legislating. Having heard during the interim a wide variety of perspectives on how to improve Nevada’s Solar Generations incentive program.
Now it’s your turn. What ideas do you have for the program’s improvement?
Using a site called MixedInk, I’ve set up a tool to collect and collate your input. Please visit the site, set up an account, provide some input, and take part in the discussions as we develop a concept document that I will consider submitting to our Legislative Counsel Bureau legal staff for drafting.
UPDATE, 2/9/09: If you would rather provide general comments rather than specific concepts for consideration, be sure to also visit the discussion group.
Let make a few things clear about this process. This is an experiment. Things may not go smoothly. But in the spirit of pushing the envelope in how I approach my service, I appreciate your support for this attempt to bring transparency and technology to the legislative process.
Let me also make it clear that the final document for consideration is just that. There may arise among the participants some deadlocks, and there may be other input submitted to me by folks who’d rather pick up the phone or meet with me face to face. Or, there may be input that is simply not workable due to various constraints (time, budget, impacts on other programs, etc.)
What I expect from you: civility, open mindedness, and accountability (anonymous participation is not an option.) I also expect that you provide your participation quickly. In the context of a 120-day session, I’ll need your input no later than next Thursday, February 12th.
With that in mind, I hope you’ll check out the site, provide some input, and pass along the word to others that they too can participate. Stay tuned for updates on this process, and I look forward to you joining me in committee for the bill’s first hearing.

Hello David,
Congratulations on showing leadership in the area of renewable energy resources … Native Americans call it girfts from Grandfather and Grandmother, Earth,Wind,Fire and Water, free for all freedom loving peoples.
Your approach is a fresh awaking for Nevada,Our Nation and Other Nations around this good earth … Solar is one part of the Four Directions, e.g., Solar-Wind-Geothermal-
Greenhouse Bio-Hydro-Mass … we need to think about the sum of the parts equaling the whole earth solutions for change
This area has always been a Gift from God to help our people … We are survivalist … futurist from the far ancient past peoples that have come from some of the worlds
most advanced indigeous civilizations in the America’s and have always had innovative ideas to help honest peoples
Specificely David, you should consider Nevada and Our Nations reservations networks … networking between our community colleg systems and universities and cooperative private-public-partnerships
Example, UNR ExperimentalAgricultural Greenhous Complexe
has one of the world’s most innovative bioalgie greenhouse
experimental alternate gas producing ideas in the world that allegedly will produce enough alternate gasoline just in Nevada to supply the entire U.S.A. … Make the Mirror
Solar Massive Systems in Nevada/Federal Land
Contact UNR President Glueck about the Reno I-80 Greenhouse Complex, Nellis AirForce Base Public-Private Solar Systems, Pyramid Lake Natchies Solar School Project
between Pyramid Lake Paiute Peoples,Washoe County School Distric,Nevada Energy-Sieera Pacific Power, Nellis Air Force Private Solar Subcontractor Corporation(largiest Public-Private Solar Complex in North America on America’s number one top secret military site that sponsored the small business Black Rock Solar Company CA-NV based
Please try to connect Solar,Wind Generation,Geothermal,
and Greenhouse-Bio-Hydro-Mass Systems into Small Business Sites … no fossil fuels … Ely could be all the above in one stop renewable energy resource site instead of green
house producing gas pollution plants … go goodearth green
Be more than happy to supply you if successfull green energy giants that are Nevada’s innovative leaders … these people have other networks including one of the worlds most scientific leadership,UNR-Desert Research, that could help you network with all these green Nevada leader’s

It doesn’t look like very many of us got involved with this. That’s a shame because I think there are alot of good ideas out there. This is a very important issue.
Dave,
Thanks for the opportunity. Regarding Solar Generations, here is an idea I have been kicking around for a while. Not everyone’s home is a good candidate for solar. It may be facing the wrong way, a neighbors tree or a building or a mountain range could be blocking the most efficient use of a large investment.
Could the bill be modified so that I could buy solar, place it in a farm or on a warehouse roof and get credit for it? It would be much cheaper as each one would not require a building permit or even engineering costs. I gotta think this would be easy to manage.
Thanks again for the opportunity

Why don’t you modify it to make it a renewable energy bill. Nevada has alot of wind generation potential. Windmills come in various sizes and shapes. maybe a home or building that isn’t a good place for a solar unit might be a good place for a windmill or a wind spire( see Moriah Power for that). I think Dave has some good ideas.
Could it also be modified to allow apartment renters to invest in the program?
